Red greetings to the advancing revolution on the roof of the world!

The people’s war in Nepal that was initiated in 1996 by the Communist Party of Nepal (Maoist) CPN (M) which today has pushed its war into a new stage continues its march towards victory.

After the third peace negotiations with the reactionary state of Nepal were ended the People’s Liberation Army (PLA) fighting under the leadership of the CPN (M) further focused and centralized its attacks. It declared after the collapse of negotiations that they are preparing to leave the stage of strategic equilibrium to enter the stage of strategic offensive.  Exactly a year after saying this CPN (M) Central Committee members (CC) (besides those in captivity in the hands of the enemy) all the special security cordon of the people’s Liberation Army and direct assistance of the broad masses, and with the full participation of all the comrades which have been struggling in the fronts and that have responsibilities held a meeting in the countryside in one of the base areas. The meeting lasted exactly 10 days and it ended on the 31 August 2004.  By the end of this meeting the decision was taken to raise the level from strategic equilibrium to the stage of strategic offensive, and in line with this further political and organizational decisions were also taken.

On the 31 August 2004 a statement with the signature of chairman Prachanda declared the decisions to the public. At the beginning of the meeting which started with a opening speech by comrade Prachanda, a minute of silence was held for the many martyrs that died in the people’s war. After the presentation of different district bureaus, military bureaus and members of the standing committee comrade Prachanda was synthesizing the reports by accentuating that the report system needs to be more scientific in the future and concluded that with revolutionary transformation of this overall report, the ideological, political, organizational and military foundation has been build up in order to enter into strategic offensive.

The statement also draws attention to the direct intervention in the growing People’s War in Nepal by the Indian government that is supported by US imperialism. The statement also calls upon the People in Nepal to unite against the national capitulation of the old state and the expansionist intervention and upcoming military attacks. The statement continues by saying that all the ideological, political and military sections have to focus against this kind of danger.

The CPN (M) opens the military ordering for the new period as follows: In the new plan the state of means, resources and qualitative growth on number and the necessity of strategic offensives, the formation of the PLA has been developing three divisions with the formation of a central division in addition to Eastern and Western divisions. The regular force of the PLA has been organised on three divisions, 9 brigades and 29 battalions.

Similarly, it is also decided that altogether one hundred thousand people’s militias will also be organised under the formation of company under districts and regional headquarters. Finally, the plan has also provided an aim to provide defensive and offensive military training to the broad masses of the people to fight a tunnel war against foreign interventions like during the Vietnam War.

In another important part the document says that a general proposal on the organisational rectification is presented.  It is divided into two sections including ideological rectification and organisational working style rectification.

Besides this development in Nepal last week the Maoist guerrillas broke in into a prison and freed 25 political prisoners. In the month August during the Maoist encirclement due to the demands of some the workers’ trade unions the number of companies closed has reached 45.

In Nepal the march towards Revolution of the Maoists on the roof of the world continues unabated. Particularly, with regard to the issue of opposing the foreign interventions the supportive role of the oppressed people in the world will play much more significant role..

For this reason we as PARTISAN call upon all those whose hearts beat for revolution to show greater and more active solidarity with the people in Nepal. The people in Nepal have chosen to join with their leadership to march on the road of revolution and to make this choice come into life. They carry with them all the hope and the aspirations of all the exploited masses across the world.
