The
political scenario in Nepal has been swiftly changing day by day. While one
section of Nepalese reactionary ruling class has been putting an ambitious,
fraudulent and adventurist plan of distributing the chips of passport and
citizenships, aiming at to derail the revolutionary masses of Nepal, the other
section has formally open debate about the possibility of military rule. The
third section had already disclosed its intention of foreign intervention “if
Nepal get failed nation”. Thus, the reactionary ruling clique of Nepal is now
divided into three groups.
In
any events the days ahead, the orientation of the Nepalese politics is heading
either complete change or military rule. In this reference, even if the present
Prime Minister Surya Bahadur Thapa will last as a last civilian Prime Minister
in the Nepalese history of the old reactionary state having superseded by a
military junta of Gyanendra clique in the palace, the complete transformation of
the Nepalese society into a revolutionary Nepal is not far away. Even if Nepal
get degenerated into military rule, in the backdrop of the preparation of
strategic offensive by the revolutionary party CPN (Maoist) and the People’s
Liberation Army Nepal, that degeneration will simply justify that the old
reactionary state is closer to its complete demise.
Why
is the country heading towards military rule? First of all, the Gyanendra outfit
in the Palace has been unable and unwilling to resolve the political crisis of
the reactionary old state through dialogue or peaceful negotiation with CPN
(Maoist). The respectful way of resolving this crisis by quitting away the
centuries long rotten monarchial system
would be to give the right to the people to pool their vote on this issue. Thus
a set of programme put forward by CPN (Maoist): round table conference, interim
government and election of the constituent assembly was the most scientific,
most democratic and most peaceful way of abandoning reactionary throne and come
to the public political life if Gynendra wished. But for the time being he lost
that chance. Secondly, the regime in Nepal is concentrated in the hands of the
most obedient puppet of the US imperialism. And this outfit that is now put at
the cabinet is the perpetuator of 1980 scandal on which, so called reform
Panchayat was imposed while people had choice for multiparty parliamentarian
system at minimum. Thirdly, this diehard feudal outfit is the real
representative of the most reactionary, most backward and most anti-liberal
element within the reactionary clique. Because of these reasons, this outfit is
determined to fight to the last, until it get complete doom.
Because
of this diehard character of the feudal element, hatching conspiracies are
underway through restoring the representatives of the more that 4000 Village
Developing Committees of the country. Failure of such adventurist plan is sure
in the course of execution, in this case this outfit will find itself
comfortable in handing over power to a military junta than to make the Nepalese
people sovereign.
This
conspiracy is very colourful. A desperate outfit of Gyanendra, with his last bid
to lengthen the life of reactionary semi-feudal semi-colonial relation of Nepal,
has put forward excessively unpractical, pragmatic and adventurist political and
social plans. These plans could be viewed as the duplicate of the 1980, and even
1990 conspiracies in a profound and cleaver manner. The cabinet of
Gyanendara’s government decided two projects. One, as afore said, distribution
of passport and citizenship papers through a mobile team under the leadership of
Chief District Officer, CDOs and the other reinstallation of more than
4000Village Developing Committees, more than 50 City Developing Committees, 3
Metropolitan Developing Committees and 75 District Developing Committees. These
committees are under power vacuum from the side of the reactionary old state
because, there has not been local election since two years, and because in the
countryside, the reactionary old state machinery was deserted along with the
development of people’s war and new revolutionary political power.
In
order to execute these plans, the cabinet has decided that a mobile team under
the leadership of CDO will go village to village and distribute passports. The
district administrative officers have been protesting this move telling that
this is unpractical through the security point of view. But the government, in a
do or die order, asked the district administrators execute the order. The
district administrations of the old state, which are now grinding in between
hammer and anvil of the revolutionary political power and the reactionary old
state are sure to desert away quickly because their functioning even in the
cities have already been stalemated.
In
another move, as afore said the move of restoring local power, as because the
old state failed to unite parliamentarian parties, who are now on the street
demanding the correction of last 4 October regressive step of Gyanendra, the
cabinet has lashed out parliamentarians attempting to unite their local and
district level leaders and cadres bringing under the administrative network into
a complete different political relation. They conceive that the power hungry
cadres of the UML and Nepali Congress will quickly accept the leftover of the
Gyanendra government. If they get success in this mission, there will be a huge
number of hardcore and diehard reactionaries the gang of bloodthirsty, rapist
and notorious vandals, through country, capable enough to safeguard the moribund
monarchy. One Village Developing Committee has 45 such representatives. If this
number is multiplied with 4000 village Developing committees, that makes 180,000
personals. If more than 50 city councils and 75 district developing committees
are added that makes altogether 200,000 such cadres. The priority will certainly
be given to those who were elected almost eight year ago and there is no
election even though their terms finished two years back. And most of these
cadres and leaders belong to UML and the Nepali Congress.
If
the Royal Government is success, as they dream of, to implement this colourful
ambition, the royal outfit hopes to drop down two birds with one stone. First it
will eliminate the concept of party or parties and the legitimacy of the 4
October retrogressive move of Gynendra will be verified in full-fledged manner.
Henceforth, parliamentarian system will be abolished in de jure. Secondly, as
because such personalities, who are willingly nominated by the Gyanedra’s
government, will have to wrk under the iron-fast of the reactionary royal army,
parliamentarian parties will practically be wiped out from the face of the
Nepalese land. The Royal government dreams that by executing these dead local
institutions it will be able to fight with Maoists.
The
Royal army has already put out figures about Maoists in Nepal. According to
their intelligence, there are altogether 5000 Maoist revolutionaries in the
western region. Around 3000 Maoists are in the eastern region and 2000 more are
scattered all around the country. All together that makes 10,000 Maoist
revolutionaries. Out of these 10,000 20-25 has one weapon. Maoist are fighting
mainly with rudimentary weapons. In this case if this 200,000 hardcore of the
nominated local bodies are mobilised with American M-16 rifles, not only the
parliamentarian will be effaced from the face of the country but also the
Maoists will be track down.
With
this colourful reactionary dream, the royal government of Gynendra has put
forward a new move and a new challenge before the Nepalese people to push the
country towards more barbaric and more backward society.
Now
lets examine whether these malicious plans of the reactionary regime will be
executed. First of all the reactionaries have not been able to acknowledge the
objective reality that in the period of eight year’s of people’s war, the
Nepalese people have been qualitatively transformed to a higher level in the
sphere of ideology, politics and military affair. Secondly, the Nepalese
traditional monarchical system has been eliminated along with the elimination of
the family of King Birendra, and there is no legitimacy of kingship in Nepal and
there will be no people in Nepal who would accept to restore any body as King to
rule over themselves. Thirdly, restoration of monarchical system is historically
not possible; historical process of development is the elimination of all kind
of tyrants, despots, despotic regimes and all kind of reactionary dictators.
Fourthly, and most importantly, the reactionary regime is virtually squeezed
within the ring road of Kathmandu in the capital and within the military
headquarters in the districts, where as the revolutionary people have been
exercising the red political power through out the country in the vast areas of
the country side. In this context, qualitatively there are not many differences
between the Gyanendra’s government of Nepal and Karjai’s government of
Afghanistan. In essence, the balloon of the regime will quickly be puffed out,
and ultimately it will have to handover the power to the military junta.
The
dream of suppressing Maoists is the dream to move the earth to the opposite
direction. The reactionary regime of Nepal and its imperialist advisers have
been counting Maoists in number and fathoming with guns and weapons. So far
concern to the changing of the society, number of revolutionary cadres and
weapons are not principal but secondary. The principal question is the political
question, and that politics that represents the political aspiration of the
whole masses, that address the needs of the people, and that rallies the whole
masses through revolutionary practice. Why has CPN (Maoist) developed in the
period of eight years of people’s war to the level of strategic equilibrium
openly preparing for strategic offensive in order to seize nationwide political
power? Is it because Maoists have too many numbers of cadres and M-16 weapons at
the initiation of people’s war? Not at all! It is because Maoist is the party,
a revolutionary contingent of the international proletariat, and a revolutionary
vanguard of the Nepalese masses of people that has the most scientific and
revolutionary ideology, politics and most revolutionary agenda to address not
only the problem of Nepal but also the problem of the world. Because of this
scientific ideology, that is the only demand of the masses of the Nepalese
people – the demand of complete change, the complete abolition of oppression
of man by man, and the transformation of the whole society to socialism and
communism there will be no oppressors and no oppresses in the world, and because
of the correct application of Marxist-Leninist-Maoist philosophy, ideology and
politics, Maoist revolution is in the process of seizing political power in
Nepal.
Just
as “correct or otherwise of political line determines every thing” as Lenin
said and Mao added, “if you have correct line you get army even if you don’t
have, you will get state power even if you don’t have, but if you have
incorrect line you will loose every thing that you have”. This revolutionary
scientific analogy has unravelled in the history time and again. As because
Lenin was correct, we had great red army and great Socialist Russia; but as
because of Khrushchev was
incorrect we lost those all. As because Mao was correct, we had revolutionary
people’s liberation army and great Socialist China, but as because Deng was
incorrect we lost them all. In Nepal as because CPN (Maoist) has been applying
Marxism-Leninism-Maoism correctly even contributing this philosophy enriching
with the development of Prachanda Path, the Nepalese people have been acquiring
people’s liberation army and political power. Because of the revolutionary
line of the party, because of the ability of addressing historical demand of the
people the revolutionary party and the revolutionary Nepalese people are
invincible.
While
the people’s war was initiated, Maoist didn’t have people’s liberation
army, as they have today. At that very moment, they also didn’t have base
areas and broad mass base as they have today. Again while the great saga of
people’s war roared on the earth of Nepal, there were limited Maoist
guerrillas fighting with rudimentary guns (bharuwa banduk) and eating
cornflowers (shatu ko dhuto), just as the great revolutionary heroes of
China defeated Japanese imperialist aggressors with home made millet and
rudimentary bullets. With the energy of bharuwa banduk and shatu ko
dhuto, Maoist revolutionaries have seized AK-47 and M-16 rifles as well as
billions rupees and properties of the enemies looted from the people during the
hole history of the reactionary rule in Nepal. If the bharuwa and shatu
have been capable enough to seize sophisticated American sent weapons, and
isn’t it the law that the nation wide power will be in the hands of the people
with the help of those weapons?
In
this particular juncture of the history of, country wants freedom and people
want revolution. That freedom involves the abolition of imperialist domination,
plunder and intimidation. Revolution involves the abolition of exploitation of a
man by a man, all kind of discrimination, and the advent of progress and
prosperity being a respectful and sovereign people of a country – Nepal. While
the nation and the people are on the path of such historical demand, the
reactionary regime is on the way to distribute passport and citizenship
certificates. A sick mind has sick solution. But this programme of the
reactionary regime revels a bitter fact that it had in the history had even
restricted the Nepalese people even to acquire citizenship and passport. What
had it given to the nation?
In
this context, let alone the passport be distributed, the authorities of the old
state have no legitimacy and authenticity to represent themselves as a ruler in
any parts of the country. in practical sense, hadn’t this government tried to
send the team of army doctors in the villages with the gangs of government
hooligans in the countryside with the purpose of killing revolutionaries and
spying for future attacks? Why did they fail?
To
come back to the point, the necessity of the country now is neither citizenship
certificate nor passport of the old state, neither restoration of the dissolved
authorities nor election of the parliament and any short of
reactionary reform, but the necessity is to overthrow the rotten and
reactionary feudal autocrat, and semi-feudal semi-colonial condition relation of
the country, by accomplishing New Democratic Revolution. This is the demand of
the people and this is the need of the history.
Ultimately,
whether or not the reactionary feudal regime will make desperate attempts to
execute its cabinet decisions, or whether or not there will be a military rule
by a junta after the failure of this project, it is a compulsory and obligatory
to be crumbled down the this iron fast of the Nepalese people. The degeneration
of the society in any of the backward basis by the reactionary regime simply
manifests one step decay and two steps erosions in the reactionary system. And
in this context of Nepal that will do nothing more than accelerating revolution
in Nepal.
