INTERVIEW
Chairman of
Commnunist Party of Nepal (Maoist) and Supreme Commander of the People’s
Liberation Army, Nepal Com. Prachanda has said, “The real national unity and
freedom of the country and peace and
progress of people can’t be achieved without fighting a final and decisive war
with regressive feudal regime nurtured by imperialism.” This is published in an
exclusive interview recently taken by JANADESH, a revolutionary weekly
newspaper. Making it clear that “All military strategies and tactics of the
Party are based on aiming at moving to strategic offensive from strategic
equilibrium “, he’s declared that the PLA is advancing forward with a purpose
of testing strength of the enemy, exhausting it and preparing a base for a
centralised attack with elementary and decentralized resistance all over the
country from immediate point of view.
Declaring the
imperialism as a paper tiger, he’s stated, “It’s fairly insolent to attempt to
crush great Nepalese people waging People’s War with a handful of arms provided
by the US which is itself disrespected all over the world and has turned
unsuccessful even after a direct intervention with 1.5 millions of army in Iraq
where there is no People’s War being waged.”
When asked
how he has been analyzing political military situation after the break-off of
cease-fire and talks, he said, “The country is advancing towards
political and military conflicts after the old regime rejected the universal
right of people to determine their fate themselves. The grave efforts of our
Party and people for peaceful and forward-moving political outlet failed due to
imperialist intervention and national capitulationism of the old regime which
is completely isolated from the people.
“Indeed,
political and military existence of it is based on foreign imperialism,
principally on ideological and physical support of the US imperialism. It’s
evident to all that everything from a minor change in the power of old regime
to strategy, training, war logistics, and physical supplies of so-called Royal
Army is controlled and determined by imperialism. The army which makes the
killing in poor rural areas of Nepalese people conscious of nationality and
democracy as its strategy can’t be a Nepalese army. This is why we have
declared the old feudal regime as the puppet of imperialism and the Royal army
as Royal American Army. The latest statement of the US ambassador to Nepal that
there is no need of open and external intervention if the internal army is
strengthened has further justified it.
“The
political and military conflict which is advancing as a civil war with the
regime is also a national liberation war against imperialism eventually. At
this crucial moment of history, all patriotic Nepalese people must unite
compulsorily for nationality and democracy.”
Elaborating
the major reasons and factors of call-off of cease-fire and talks, Com.
Prachanda said, “The fundamental aim of cease-fire and talks was to peacefully
resolve the basic problems of country with a forward-moving political outlet...
Declaring in the very beginning of cease-fire that absolute peace and talks
without any solution or talks for talks hold no sense, we had presented with
optimum seriousness and flexibility the minimum political agenda in order to
make the people sovereign in real sense. But the old regime had been
continuously taking the talks as an opportunity to strengthen its regressive
power, not as a means of political outlet. The “Concept-Paper’ they presented
on the third round of talks after our perpetual stress and pressure not only justified
it but also virtually made a stupid demand to us to capitulate by putting
forward a provision to submit the arms of the PLA. This stupid and
war-mongering demand of the old regime and all conspiracies woven at the behest
of imperialism, principally US imperialism are the first reason of break-off of
cease-fire and talks. Its second, very sensitive and significant reason is the
activities of the Royal American Army-turned Royal Army which always acted as
mercenary of feudal palace and imperialism and never followed the cease-fire
and code of conduct but continuously prepared for war as directed by
imperialism. The killing of our 19 cadres and supporters after taking them into
their possession in Ramechhap even when third round of talks was going on was
the climax of the process.
“Its third
reason is the outlook of reactionary class which could never understand the
power of 7-year old People’s War and our ideological, political, and military
existence and status. Various groups of reactionary class had from the very
beginning spread senseless propaganda against us due to their power interest.
This senseless propaganda which major parliamentarian parties also joinedlater
continued to play a role in failing the talks, too.
In reply to a
question about the victory of PLA in the war even when it is getting support
from none,
he expressed his confidence, “The fact that the chieftains of world imperialism
have, with their direct involvement and support, degenerated the feudal
nationalism of Royal Army into a Royal American Army is the basis for victory
of in objective and scientific sense. The PW has been a banner of national
independence against imperialist intervention and national capitulationist
traitors. Great Nepalese people have developed Prachandapath as their specific
set of ideas through sacrifice, valour and devotion for their liberation and
great PLA the specific military strategy and tactic of the Prachandapath
through the practice of 7-year old war. Here lies the victory of People’s War.
“In the context
of Nepal today, our PW is a just war waged by the general masses of people on
the basis of correct thought, self-dependence and self-determination with
support of the people for national independence of the country and their own
liberation without any help from foreign reactionary elements, but the war
waged by Royal Army against Nepal and Nepalese people under the direction of
foreign imperialism on the basis arms and technology is an unjust one. The
scientific truth as proved by history is that the makers of history are the
people and just
war defeats the unjust one. Under the new strategy of Party, the process of
advancing from lower and small to higher and larger arms, and simple to complex
attains qualitativeness and the weapons sent by George Bush to crush real and
democratic movement of the Nepalese people shall ultimately reach into their
hands which shall be aimed at the imperialism itself.”
Highlighting
the Maoist military organisation, he said, “Our army, which initiated with
2-4 fighting squads and security teams 7 years ago, developed into Battalion
level from dozens of squads and platoons through war and from Brigade to the
formation of Eastern and Western Divisions at present. The development of this
huge an regular People’s Liberation Army organized in 2 Divisions, 7 Brigades
and 19 Battalions within a short period of PW itself is a unique specificity of
the Nepalese People’s War. Similarly, the growth of People’s Militia numbering
over 100,000 as the ground for recruitment of PLA is yet another glorious
aspect of it. The fact that tens of millions of people all over the country
have been rallying around the PW for their class, national, regional and gender
liberations is a strong basis of invincibility of the PW. Therefore, now nobody
should dream of saving feudal glory and salivating for power by shedding again
blood of the Nepalese people. Swimming across the same pond of blood, the
Nepalese people shall ultimately arrive to capture the Narayanhiti and
Singhdurbar... Nobody can stop this great wave of history and also the great
PW, which has been a life-style of the Nepalese people of 21st
century, shall not stop unless their right to determine their fate themselves
shall be achieved.”
Dwelling on
the immediate military strategy and tactics of the Party, he said,
“It’s not possible, for security reasons, to tell you now total military
strategy and tactics concretely and in detail. However, what I can tell you is
all military strategies and tactics are based on the objective of preparing to
advance from strategic equilibrium to strategic offensive. Accordingly,
stresshas been given on organizing the task of mass mobilization at the
national and international level with a clear purpose of helping the goal of
PLA.
“Taking
initiative firmly into its hand, the PLA has been totally successful in
rendering small but hard-hit blows to the enemies all over the country. The
enemies have been worried and fatigued by successful and daring commando
attacks in day-light in urban and plain areas and by positional wars and
different kinds of ambushes against larger military formations by the PLA in
hilly and rural areas. In the very preliminary resistance, the PLA has captured
a large quantity of arms, ammunitions and war logistics of the enemies.”
In regard to
the suspect as raised by some intellectuals about the success of Nepalese PW
amidst international adversities, he stated,” Several persons get
illussioned and consider the paper tiger and a real one since they fail to
correctly grasp dialectical fact that the necessity and propitiousness of
revolution are inherent in the adversity of international situation today.
Engulfed in economic recession and escalating unemployment, the US imperialism,
indeed, desires to suck mercilessly the world people on the pretext of 11
September. The strategy it had followed after 11 September has become a great
problem for itself. Its attack on Afghanistan and mainly on Iraq has isolated
the US imperialism from billions of people of the world and it has engulfed in
swamp from where it can never come out. Its contradictions with India and China
have been accelerating. On the one hand, the military lunacy of the US is
escalating its contradictions with other imperialist countries of contemporary
world including Russia, Germany, France of Europe and, on the other, the
principal contradiction between imperialism and oppressed countries and people
has been growing more and more explosive everyday. Correct identification and
mobilization of these international contradictions shall further enhance
propitiousness for the victory of Nepalese People’s War. In fact, the
international situation today has added a new dimension to its worldwide
significance and glory.”
When asked
about development of concrete policy, plans etc. in the fields of publication
and
publicity
in a new context, Com. Prachanda replied, “Definitely, the old
regime has been making great efforts to terrorise and illusion the people by
propagating planned and false news. It is also true that there had been some
shortcomings in consolidating publicity system in accordance with capacity of
our Party in the past. Learning lessons from the past, a Central Department of
Training, Publication, Publicity and Culture has been constituted under the
direct leadership of Party Headquarters and, under this Department, separate
and various sections have been formed at the central, command and regional
levels and it is decided to carry out this significant task in an organized
manner. Its major objectives are: preparation, publication and distribution of
syllabi and text-books of different levels, various organs, cultural materials,
audio and video cassettes, effective running of Party schools, internet
website, FM radio, regular and systematic publication of weekly and immediate
publicity-oriented materials etc.”
On the arrest
and of CPN(M), Politbureau Member Com. C.P.Gajurel (Com. Gaurav) and efforts
made for his release, Com. Chairman said, ”The senior Politbureau
Member of our Party Com. C.P.Gajurel was arrested at the Chennai airport in
India when he was on his way to Europe in an underground way for political
dissemination in accordance with decision of our Party. Immediately after the
Party HQ received the information about, appeals and efforts were made to the
Indian government through public statements and other internal sources and
media for his release. The Indian government looks to be going to forward the
case itself. In the meanwhile, the old regime of Nepal is learnt to have
requested the Indian government for his extradition and this possibility is
also there as in the past. His release, extradition or forwarding the case in
India shall finally express the attitude of the Indian government towards the
Nepalese people fighting for their liberation.”
Through the
same interview, Com. Prachanda has appealed to all progressive organizations,
intelligentsia and general people of the world including Nepal and India to
raise their voice for his release.
Replying the
last question about the possibility of talks with old régime in the future
again, Chairman
Com. Prachanda said, “We have never closed our doors, nor shall do so ever in
the future, in favour of basic causes and interests of the country and people.
What we have opposed is the conspiracy against country and people by holding
talks for talks. The talks without any resolution and absolute peace ultimately
help the interest of reactionaries, not that of the people. Now whether there
shall be any talks or not in future with the old regime solely depends on its
activities. If it gets ready to offer the people their right but, of course,
without any conspiracy, there may be talks again.”
Stating that
it is not that talks are held only after declaration of cease-fire but they may
be held with various political groups and even the old regime during the war,
too, he expressed the determination to never compromise for the independence of
country and need and fundamental cause of the people at any cost. “It is
essential to assimilate the potential and historicness of the great People’s War
that has surged and transformed the whole society for the first time in the
history of Nepal,” Chairman Com. Prachanda declared.
KIRAN
Standing
Committee Member of CPN(M) and In-charge of Central Eastern Command, Com. Kiran
has said, “Leave alone the founding of New Democracy, even the restoration of
multi-party system has been almost impossible unless the monarchism and the
Royal Army are defeated.”
In
an article published in Janadesh weekly that comes out every Tuesday, he has
expressed the view that “Now the multi-party system is not in the constitution
and laws but jailed in the delusive and conspiratorial activities of the king
and the Concept Paper presented by the government during the third round of
talks has not addressed even the demands of parliamentists.”
“The
moments of history that go together with revolution and counter-revolution are
very complex and the revolutionary communists don’t have other options but to
face them,” senior leader of the Maoist Party Com. Kiran has stressed.
Stating that
they are committed to the country, people, peace and progress, Com. Kiran has
emphasized that it has been necessary to advance the great People’s War in a
rather more effective way for the founding of democracy, protection of national
independence and guarantee of livelihood by smashing all conspiracies and plots
woven by regressive elements in blatant collaboration with US imperialism
against the country and people.
BABURAM
Standing
Committee Member of CPN(M) and Convenor of URPC Com. Dr. Baburam Bhattarai has,
in an article recently published, said, “The travail may be very painful at the
time of child-birth but now a new child of thoroughly healthy and real
democracy is going to be born and nobody can stop it.”
A
senior Maoist leader Dr. Bhattarai has hinted out that the monarchial old
regime, which has lost support of the people inside the country totally, shall
be now fully militarized with support of foreign elements and immediate
strongest possibility is that it’ll fight the final war for its existence.
He’s
continued, “It can’t be denied that the international power centres, who have
been practising ruthless fascism under a cover of democracy, shall advise once
again the king to straighten the Royal Army gun on the shoulders of the
parliamentist forces who are incessantly loosing people’s support, the best
possible candidate of whom are the ones who are carrying a fake red banner,
against the revolutionaries.
“No
matter whose shoulder it’ll be, the gun shall be ultimately the foreign one and
the character of the state military fascist”, he’s categorically declared in
the article.
NEPAL BAND
The final
preparations for “Nepal Band” (countrywide general strike) on 17, 18 and 19
Sep.have been completed, the organisers have said.
Immediately
after the break-off of 7-month long cease-fire between the Maoist and old
regime, CPN(M), People’s Liberation Army, Nepal and United Revolutionary
People’s Council had given a call for the general strike.
President of
All Nepal Women’s Organization (Revolutionary), Jaipuri Gharti, President of
All Nepal National Independent Students’ Union (Revolutionary) Lekhnath Neupane
and President of All Nepal Trade Union Federation Shalikram Jamkattel have
issued statements supporting the Nepal Band and expressing their commitment to
render their all contributions to make it a grand success.
Laxman Pant,
President of Nepalese People’s Right Protection Committee, India, the leading
organization of the Nepalese people in India, has also supported the strike.
ENCOUNTERS,
ACTIONS
Reports of
encounters and raids between the People’s Liberation Army and so-called
security forces of old regime after the break-off of cease-fire and talks are
pouring in.
In this
context, the warriors of PLA raided daringly
the Area Police Post at Khaireni in Chitwan on 9 Sep. in which 8 policemen were killed and many seriously
wounded. On 8 Sep. a skirmish took place at Korchabang in Rolpa. At that time,
as many as 6 royal terrorists were killed and dozens of them were injured. As a
matter of fact, on the Maoist side, 4 fighters attained lofty martyrdom in that
skirmish but the Royal Army has been falsely propagating of death of many
Maoists.
On 7 Sep.,
Krishna Bogati of Armed Police and Soni Tamang of Royal Army were killed in an
encounter at Narayanpur of Kailali . 2 Royal Army soldiers were killed in
another encounter in Achham on the same day.
According to
an authentic Maoist source, when the PLA fighters raided the Ishwarpur Police
Post in Sarlahi on 4 Sep, Meghnath Adhikari and Dev Narayan Yadav were killed
and 5 others were severely wounded. The Maoist People’s Army is believed to
have seized all the arms of the post. On 3 Sep. PLA fighters attacked and
captured the Ganeshpur Police post located at Mohammadpur VDC in Banke. In the
attack, all policemen surrendered immediately after the sentry was killed. The
Maoist released them all after giving them a political class. Similarly, when
the PLA attacked the Police post at Lahan in Siraha on 2 Sep... Sub-Inspector Kusheshwar
Marweta and Head Constable Manoj Bhujel were killed and 5 policemen were
seriously injured. On the same day, the PLA warriors annihilated a killer
Assistant Sub-Iinspector Madhuhari Karki in Sarlahi.
According to
another report, on 31 Aug. 5 policemen including an SI were killed at the
Lumbini Police post in Rupandehi when the PLA raided there. The PLA is reported
to have got 11 pieces of 3-0-3 rifle and 2 pieces of short gun. In the same
way, in a commando attack of Urban Team of PLA on Small Customs office at
Krishnanagar in Kapilvastu on 30 Aug. 2 RA soldiers and 1 policeman were killed
on the very spot. The PLA has got even 1 piece of M-16, the kind of weapon
purchased from the US imperialism recently, from the attack.
On 29 Aug. in
Siraha, the Maoist army killed 3 policemen at Jankibajar post and captured 4
rifles, 3 pistols, 1 short gun and communication set. On the same day, 2
policemen in Sarlahi and 1 in Mahottari were killed in Maoist attacks.
According to
another report, on 8 Sep. in Kathmandu, the PLA fighters devastated the Survey
office at Kalanki and destroyed Labour Employment Promotion Centre at Baneshwar
and Ward office at Nardevi by blasting bombs. Bombs were exploded even near the
Prime Minister’s residence at Baluwatar.
After the
Maoist began their resistance actions, the royal terrorists, on the pretext of
so-called encounters and counteroffensive, have unleashed a series of killings,
repression, terror, rape, arbitrary arrests and disappearing of even unarmed and common people all over
the country.
In this
context, the royal terrorists arrested the Sindhupalchok District President of
Tamang National Liberation Front Bir Bahadur Tamang and a local resident Gokul
Prasad Sapkota and cowardly killed them by shooting on 6 Sep. On 4 Sep. they
blasted bomb at the house of a local person and killed one Maoist Area
Committee Member and 4 common people.
On 28 Aug.
the royal terrorists arrested renowned progressive poet and Central Member of
Progressive Writers’ Organization Purnaviram (Balram Sharma) and women’s leader
Shanta Shrestha on 30 Aug. Their whereabouts are still unknown. Various
literary and human rightist organizations and persons have issued statements
condemning their arrest and demanding their immediate release.
Similarly,
they have arrested and disappeared All Nepal National Independent Students’
Union (Revolutionary) Central Member C.N. Dhungana, Kathmandu District Member
Birendra Basnet, Devraj Gurung and Binod Dahal, too, and many more.
LIES, RAPES
The royal terrorists
have been strenuously breeding lies to hide their cowardness and defeats.
In this
context, they had injured Com. Bijay, Member of PatarkholaVPC, Area No. 5,
District No. 2 of CPN(M), when he was on his way on political works without any arms, by firing gun at Nagma on about
one month ago and then arrested him. They tried to make him capitulate but
failed and antagonized, they killed him ruthlessly and threw away his corpse in
a river. But later Radio Nepal broadcast a news claiming that he, at first,
threw grenade at the security forces and he was killed in a counteroffensive.
Similarly,
the royal terrorists captured unarmed Com. Atut, Member of CPN(M), Surkhet
District Committee, Area Committee Member Com. Smundra and FGL Member Com.
Bijit at Simle on 26 Aug. and Com. Bistar, Section Commander, “C” Coy. of 7th
BN at Ramshikhar Jhala Ganeshpur of Kailali on 4 Sep. when he was going to his
field after getting a medical treatment. The royal terrorists cruelly tortured
them and killed them all but later declared that they were killed in
encounters.
Government
media propagated that several Maoists were killed in an encounter between the
Royal Army and People’s Liberation Army in Myagdi on 6 Sep. but, according to
an authentic Maoist source, the fact was they had run away throwing their bags
since they could not fight with the Maoists.
After the
Maoists initiated the resistance actions, hundreds of soldiers and policemen
are reported to have fled from various army barracks and police posts.
One dozen of
soldiers including Bhim Bahadur Tamang from Panchkhal barrack in Kabhre
district, and one soldier with arms from No. 2 Brigade at Hile in Dhankuta have
fled, a military source has disclosed.
In the same
way, dozens of police are said to have disappeared from various police posts in
Sarlahi, Dhanusha, Morang, Sankhuwasabha, Siraha, Udayapur and Taplejung
districts.
KOFI ANNAN
Writing a
letter to Kofi Annan, Secretary General of United Nations Organization,
Chairman of CPN(M), Com. Prachanda has appealed the world community and,
particularly, United Nations Organization to do whatever is possible in order
to prevent the military interventions of all sorts in Nepal and let the
Nepalese people decide their fate themselves.
In the letter
sent on 1 September, Chairman Prachanda has mentioned the complex struggle of
life-and-death between revolutionary and democratic forces and feudal
monarchial elements and reiterated his commitment to find out forward-moving
political outlet in a peaceful manner.
The world
community is found to have taken this letter seriously.
DORAMBA CASE
A Human
Rights Fact-finding Committee has declared that the Royal Army had, at first,
arrested and then killed 19 Maoist cadres at Doramba one month ago even when
the cease-fire and talks were continuing.
The Committee
constituted by the National Human Rights Commission under the convenorship of
former Supreme Court Judge Krishnajung Raimajhi with former Attorney General
Prem Bahadur Bishta, Dr. Harihar Wasti and journalist Kanakmani Dixit as
Members had reached the conclusion after observing the spot of the incident for
3 days, examining the dead bodies and holding talks with eye-witnesses. This is
mentioned in the report it submitted to the Commission a few days ago.
In the report,
it is stated that 5 of them were killed on the spot while other 14 were
arrested, then taken with hands tied with ropes behind 2 hours away from
Doramba to a jungle at Dandakatari and killed in queue by the Royal Army, a
Member of the Committee said.Amnesty International has already made public the
fact that the Royal Army had taken them into their possession and then killed,
and even denounced the act.But, however, the Royal Army had not only maintained
that they were killed in the encounter but also challenged to prove the
killing.
JANADESH
Taking into
consideration the situation created by resumption of war between the New State
and old State after call-off of the cease-fire and talks, the popular and
revolutionary weekly newspaper JANADESH has been published from this Issue
(Vol. 12, No. 23, Tuesday, 9 September 2003) under a new management and
editing. It is done so because of the likelihood of blatant and insane raid of
the old state on the paper as in the past, it is reported. It is being
considered as a significant leap in the history of the paper.
From the same
Issue, as many as 4 editions of the paper have been published simultaneously
from Nepal’s Eastern, Kathmandu valley and Western regions and India.
PARLIAMENTARIAN
MOVEMENT
The local
administration arrested from different places hundreds of activists including
the senior leaders of parliamentarian parties, Nepali Congress, UML, People’s
Front, Nepal, Nepal Workers-Peasants Party and Nepal Sadbhawana Party(Anandi
Devi) which have been launching agitation against the palatial regression of 4
Oct. 2002 on 9 Sep., the last day of 7thstage of the agitation.
The
government, with a view to diluting the parliamentarian agitation launched with
irrational major demands like restoration of the dissolved parliament or
formation an all-party government, had declared some areas of the Kathmandu
valley as ‘restricted’ in an unconstitutional way. But the parties decided to
defy the decision of the government and attempted to take out the procession.
This is why the arrests were made, the government said.
President of
Nepali Congress and former Prime Minister Girija Prsad Koirala, who was
arrested from Kamladi, was later released by the police taking him to his
house. But, however, many people are reported to be still in police custody.
MANGRANT
AUTONOMOUS AREA
After
declaration of the Surkhet District People’s Government, the area consisting of
Satakhani, Kalyan Neta, Dashrathpur, Lekhpharsa and Gumi Village People’s
Committees which have the majority of the nationalities including Magar has
been declared as “Magrant Autonomous Area”.
According to
a report, a Population Team had collected nationwise data in that area through
the means of observation , research etc. and submitted them to District Offices
of CPN (Maoist), District People’s Government and Magrant National Liberation
Front. According to the data, Magar has a population of 15,272, Dalit 6,663,
Chhetri including Thakuri and Giri 5,376, Bahun 3,674, Gurung 1,149, Raji 104,
Newar 25 and Limbu 5. The area is declared “Magrant Autonomous Area” because it
has 16,755 nationalities, i.e., 51.70% of the total population.

NEWS
RIM’S
STATEMENT
The
international organization of revolutionaries, Revolutionary Internationalist
Movement (RIM),World People’s Resistance Movement, South Asia, World People’s
Resistance Movement, Europe and many other progressive organizations of the
world have issued statements denouncing the arrest of CPN(M), Politbureau
Member Com. C.P. Gajurel by the Indian government a few days ago and demanded
his immediate release. Also, as there is possibility of his extradition to the
Nepalese government, they have called on all to struggle against and defeat it.
PEOPLE’S WAR ACTION
On 7 Sep.12
policemen are reported to have been killed in an ambush by the guerillas of
People’s Guerilla Army (PGA) of Communist Party of India ( ML), People’s War at
Chutiya police post in Bihar in India.
In the action that took
place in the day-light, all the policemen including the Incharge on the vehicle
were killed on the spot. The explosion was so powerful that the vehicle was
completely destroyed. The Party is said to have got 6 rifles, 1 stein gun and
many cartridges in the action.

The “Nepal Band”
(countrywide general strike), called jointly by Communist Party of Nepal

Prachanda and Convenor of UPRC Com. Dr. Baburam Bhattarai have issued a joint
statement thanking all for their cooperation in making it a grand success. In
the statement, they have said, “The 3-day Nepal Band, called in protest to the
old regime which had most stupidly attempted to continue feudal regression and
‘Royal Army’ terror by closing doors of forward-moving and peaceful solution
both politically and militarily and thereby ending the rationale of cease-fire
and talks, has been a grand success. The people have made it a success by
daringly resisting the “Royal Army’ terror and strongly defying the false and
pre-planned propaganda of the old regime throughout the country.”
Expressing the view that
the success of strike is virtually a people’s mandate once again for their political agenda, i.e., round-
table conference, interim government and constituent assembly, they have paid
homage to the gallant fighters who had attained lofty martyrdom during the fight and resistance to the Royal Army
terror, and expressed hearty indebtedness with warm greetings to all
revolutionary forces and masses who have rendered their cooperation.
The statement further
says, “It is essential to overcome the Royal Army terror for defense,
liberation, peace and progress of the country and people, and for this the
People’s War is the only option. It shall continue to advance until and unless
the people don’t get their universal right to determine their fate and future.”
Stating that the PW is a
historic rebellion, they have said, “Like all other great rebellions and
revolutions , it is also advancing through many shortcomings, mistakes and even
accidents but it is guaranteed that the revolutionary force shall get maturity
together with development and victory.” At the end of the statement, Com.
Prachanda and Dr. Bhattarai have heartily appealed to all leftist, progressive,
patriotic and democratic forces and masses of the people to rally around the
historic rebellion and unite to build a new Nepal.
BHAWANG
Chairman of CPN (M) and
Supreme Commander of PLA Com. Prachanda has made public the reality of the
recent encounter between PLA and RA at Bhawang in Rolpa.
Issuing a statement on
19 Sep. in this connection, he’s declared that the old regime is spreading
totally false, baseless and pre-planned propaganda about 17 Sep. encounter at
Bhawang in Rolpa. Com. Prachanda has further said, “It is true that the
so-called RA had attempted to encircle and then attack the PLA warriors when
they were holding an important programme there. But then PLA had gallantly
resisted and successfully broken their encirclement and now they are
making plans for new attacks. In the
encounter, 7 fighters of PLA including one woman Coy Commander had attained
lofty martyrdom and 15 wounded. But on the enemy side, 5 on the very spot and 2
later died and 25 were seriously wounded. This is the reality of the incident
but the RA has been propagating that 57 Maoists were killed and hundreds
injured, deluding and terrorizing the people and trying to hide its own
defeat.”
“The enemy has been
trying to maintain the “morale” of its soldiers by propagating just opposite to
what happened in the Korchabang encounter in Rolpa a few days ago. In that
positional encounter, the RA had been defeated and compelled to take to the
defense and the PLA had seized 13,000 rounds of M-16 and 4,000 of SLR and huge
quantity of war logistics. If the enemy has really got dead bodies of 57
persons, it has either massacred the revolutionaries in its possession or
displayed its cowardness by silently
killing innocent and unarmed people as in the past during ‘emergency’ period,”
Com. Prachanda has said and appealed to all human rights organizations and
intelligentsia to find out the real facts as in the Doramba case and make them public,
and informed all of PLA’s qualitative development in the field of
communications that enables them to instantly publicize the events even in the
remote areas.
BABURAM
Standing Committee
Member of Communist Party of Nepal
(Maoist) and Convenor of United
Revolutionary People’s Council Dr. Baburam Bhattarai has said,”Taking into
consideration the 7-year old People’s War having reached stage of strategic
equilibrium, a state of triangular (monarchist, parliamentist and revolutionary
democrats ) political contention, specific geo-political situation of the
country and aspirations of large sections of the people, it was totally correct
from all points of view including ideological, political, military and
practical for the Party to attempt for a forward-moving political outlet
through talks.”
This is stated in an
interview published in Janadesh, a revolutionary weekly newspaper. He’s further
said, “This case of talks is a new series of Nepalese communist movement and we
think it has added a new dimension to the development of a specific set of
ideas, Prachandapath, created through experiment of Marxism-Leninism-Maoism in
the Nepalese soil.”
When asked about his
analysis of national political scenario after the break-off of talks and future
direction it is likely to take, the senior Maoist leader replied, “It is clear
that polarization in both progressive and regressive forces and the contention
between them shall be accelerated as per the scientific rules of growth of
social development and class struggle.” In regard to his reactions to the US
Ambassador’s recent remarks and his comparison by him with Goebles, Publicity
Minister of Hitler, Dr. Bhattarai said, “We are very sorry that the Ambassador
of a country which calls itself
‘democrat’ has been openly interfering into internal affairs of Nepal by
violating all borders of diplomatic decorum and courtesy, and assailing us who
have been fighting for full democracy in the country by taking the side of
absolute Monarchism and its mercenary Royal Army. The ridiculous charge from
him is not strange while it’s been crystal clear that the Bush-Blair and Co.
had cheated the whole world and their people by providing wrong information
about weapon of mass destruction at the time of unjust Iraq war and that it’s being
exposed even in the US and UK.
“Be it clear that we
have criticized anyone only on the basis of fact, not any prejudice, and with
democracy and patriotism in mind.”
Highlighting the Maoist
policy of national (ethnic) and regional right of self-determination and
autonomy, he said, “We think a strong centralized state can be built only when
a new national unity on a new basis is maintained under the policy of nation’s
right of self-determination and autonomy.”
When asked of the
Party’s view about general concern and sorrow about the losses of lives of
several innocent people, and economic fields including tourism after resumption
of violence and counter-violence, he replied, ‘Though nobody likes the losses
of people and property but, however, it’s a scientific and universal law and
fact that forward-moving forces resist to the attempts of regressive ruling
elements to abruptly thwart the process of perpetual dynamic social
development. In this context, some secrifices have to be made and losses occur.
We feel sorry for some unnecessary losses and apologise for. Some persons who
get involved in heinous criminal acts under the cover of journalist, health
worker etc. need to be punished severely. Com. Dr. Bhattarai said he had a lot
of experience during period of cease-fire and talks and expressed the
confidence that the Nepalese people are great and forward-moving and they are
capable and determined to show the world a new way in 21st century
though Nepal is a very small and poor
country.
DIWAKAR
Standing Committee
Member of CPN (Maoist) and Incharge of Central Western Command Com. Diwakar has
expressed the confidence to definitely build a People’s Republic of Nepal in a
new way on a new basis by creatively utilizing their strong will power, courage
and valour and overcoming all challenges. In an article published in Janadesh,
he has further said, ‘The PW developed in the stage of strategic equilibrium in
course of war should be viewed and understood as a tactical process entering
into strategic offensive. In other words it can be said that the Nepalese
republican movement launched for over 5 decades has entered into a new stage or
a process of Marxism-Leninism-Maoism and Prachandapath for higher synthesis
with newer specificity of 21st century.”
BASU MEMORIAL
The Basu Memorial Day
was observed on 23 rd Bhadra (9 Sep.) in the battlefields throughout the
country. The then Politbureau Member Com. Basu (Suresh Wagle) was killed by the
royal terrorists on the same day in 2003, at Gankhu in Gorkha. Since then, the
day of his lofty martyrdom is observed as Basu Memorial Day.
On that very day, a
police post was captured in Chitawan and many more actions were undertaken on
this occasion.
ENCOUNTERS,
According to reports, a
group of People’s Liberation Army fighters successfully annihilated Inspector
Kanhaiya Singh Sardar of Armed Police Force at Bageshswari in Nepalgunj on 15
Sep. despite his high alertness. He had played a leading role in the killing of
6 Khatri brothers in Rukum and many more murders at the very beginning of PW
and consequently he was placed in the
‘hit-list’ of the Maoists ever since. On the same day, 2 policemen were
seriously wounded and 6 fled when the PLA attacked a Police check-post at New
Bus park at Tulsipur, the Zonal HQ of Rapti, in Dang. The PLA is reported to
have seized two 3-0-3 rifles in that attack. In Pokhara in front of the DIG
office, a policeman was killed and one severely injured in PLA attack. On 12
Sep., 2 RA soldiers were killed on the spot and 6 others wounded in PLA ambush
in the Kathmandu valley. On the same day, the PLA fighters annihilated Dipendra
Thapa and Ram Shrestha at Chakrapath Basundhara in Kathmandu for their
involvement in arrest and killing of dozens of the people. After the as annihilation,
the PLA had chanted slogans like “Long live PW !”, “Killers, informers, be
careful !” etc.
On 19 Sep., a group of
policemen was attacked by PLA fighters at Chhangru in Vyas VDC in Darchula, 3
days far from district HQ and near the border of Nepal, India and China. SI
Bishnudutta Joshi, Head Constables Man Bahadur Chand and Prem Singh Chaudhary
had been killed and dozens wounded in that attack. The Maoist fighters are
reported to have seized the arms, too. On the same day, an encounter took place
at Dandethanti in Gajuri VDC between PLA and RA in which Jamdar Pitambar Dhakal
died.
Similarly,
the Maoist people’s army shot dead Head Constable Lal Bahadur Tamang of Area
Police post at Jadukuha in Dhanusha on 10 Sep., another Head Constable Chakra
Bahadur Chaudhary at Narayanpur in Samelar VDC in Rupandehi on 12 Sep. and ASI
Lal Bahadur Tamang at Sijuwa VDC in Morang on 11 Sep. On 11 Sep., Gyanendra
G.C. of Nepali Congress (Democratic), Nawalparasi Area No. 2 was annihilated at
Dumkibas for his involvement in informing the RA, torturing, murdering etc.
SABOTAGE
On 15 Sep.,
PLA planted bombs at Kirtipur Municipality building in Kathmandu, a spinning
mills at Thimi in Bhaktapaur and Labour office, Guthi Corporation and Nepal
Oil corporation in Birgunj and
destroyed them all.
In the same manner,
Maoist fighters exploded a bomb in the office of Department of Information at
9.20 a.m. on 10 Sep. in order to warn the Director General of the Department,
Dharnidhar Khatiwada, who is said to be involved in framing false reports and
propaganda against t Maoists. It destroyed its toilet and many other parts of
the building. The explosion was made
according to a Maoist source. A resort of Rajsabha Standing Committee
Member and former Royal Army Chief Satchit Samsher Jun Bahadur Rana was
destroyed blasting powerful bombs by PLA warriors at Laxmibajar in Gorkha on 9
Sep. Mr. Rana is considered as a strategician for military plans against the
Maoists. Similarly, Maheshwari police post and Small Customs office at Aurahi
in Dhanusha and Mulghat Police post in Dhankuta, and Sunaura VDC building in
Makwanpur, an Area police post building
and a development bank in Rajbiraj on
12 Sep. have been destroyed by the PLA. On 11 Sep., bombs were blasted
at Hetauda Municipality compound, Election Office, Post Office and a grocery of
a corrupt trader, Hiralal Shah.
ARREST/RAID
Former Vice-President of
All Nepal National Independent Students’ Union (Revolutionary) Krishna K.C. was
arrested by the royal terrorists in Kathmandu on 13 Sep. and disappeared.
According to a students’ source, he was called for talks but arrested instead.
Several organizations and personalities have raised their voice for his
release.
The royal terrorists
raided the house of C.P.Mainali, General Secretary of CPN (ML), at midnight on
2 Sep. at Chabahil in Kathmandu and thus have displayed the fascist face of the
old regime. The Central Committee of the Party has strongly condemned the raid.
SEIZURE
The house and land of
the Prime Minister of old state Surya Bahadur Thapa in Dhankuta have been captured by the Maoists recently.
They have restricted the sale and use of his land, house and property including
those of other 26 persons.
This is stated in a
statement issued by DCS of Dhankuta, CPN(M) Com. Sudarshan. Many cases are said
to have been filed against them in the People’s Court and inquiries are going on. This is the reason of restriction in
case of violation of which, additional actions may be taken, the statement has
stated.
F.M. RADIO
The Maoists are reported
to have launched F.M. (frequency modulation) Radio service in the Karhmamndu
valley recently. The broadcasting of the radio can be heard on 95.1 MHz.
Similarly, F.M. Radio broadcasting has been operated from Special Region in the
west, Bheri-Karnali and various regions in the eastern Nepal, it is learnt.
TAMANG AREA STRIKE
In protest to the
of killings of 19 Maoist cadres
including Vice-President of Tamang National Liberation Front and Ramechhap
District Government Chief Babulal Tamang
more than a month ago, “Tamang Autonomous Regionwide Strike” on 9 Sep.
as called by Tamang National Liberation Front was a total success. All
vehicles, educational institutions, bazaars of
Ramechhap, Nuwakot, Rasuwa, Dhading, Kabhre, Sindhupalchok, Dolakha,
Makwanpur etc. had been completely closed on that t day.
Thanking all for
cooperation, Front’s President Hit Bahadur Tamang issued a statement in which
he’s promised to properly punish the killers.
SETI-MAHAKALI BAND
Incharge of ANNISU (R),
Seti-Mahakali Regional Coordination Committee Ramesh Malla, issuing a
statement, has called for a General Strike from 18-24 Sep. in all Eduacational
Institutions of Seti and Mahakali Zones.
The strike is in protest
to disappearing of the activists of his organization even when the cease-fire continued and labeling his
organization as ‘terrorist.'
DEMAND FOR ACTION
National Human Rights
Commission , after having reached the conclusion that 19 Maoist cadres were
killed by the royal terrorists in Ramechhap a month ago, has demanded actions
for the killers and culprits of the incident and compensations for families of
the victims.
Eventually compelled,
the Royal Army has formed a ‘court of inquiry’ to re-investigate the case on 11
Sep. but nobody believes in its real inquiry.
REMOVING THE POSTS
According to various
reports, the royal terrorists have been greatly frightened by daring PLA
attacks and are fleeing to district HQs. In this context, 5 Area police posts
of Khajura, Dhanauli, Betahani, Kamdi and Hirmonia of Banke district have been
shifted to ditrict HQ, Nepalgunj and annexed to District Police Office. The RA
soldiers deployed for protection of the National Parks near Mahendra Highway
have also been removed. Similarly, 17 various police posts have been merged
into the Area police posts in Dhanusha after the Maoists intensified their
attacks.
US TRAINING
About a dozen of US Army
soldiers are reported to have been giving training to RA soldiers at No. 6
Brigade barrack at Baireni in Dhading with a huge quantity of logistics for the
last 2 weeks. The barrack is situated on an island of Trishuli river and
considered as one of the most secured places.
SADBHAWANA
According to a report,
Nepal Sadbhawana Party (Anandi Devi) has taken a decision stating that a new
constitution should me made through Constituent Assembly. This is stated in a
statement issued by the Spokesperson of the Party Sarita Giri after the Meeting of its Central Committee.
The Party has decided to continue the agitation in protest to palatial
regression of 4 Oct.

In protest to Prime
Minister of Israel Ariel Sharon who was on a visit to India, a grand rally was
organized jointly on 10 Sep. in Delhi by various organizations such as AIFTU,
AIPRF, DSU, FDS, ICTU, PSU, SFPR, WPRM-SOUTH ASIA, NEPALESE PEOPLE’S RIGHT PROTECTION
COMMITTEE, INDIA, SOCIALIST TEACHERS’ FORUM, YOUTH INDIA, SOCIAL JUSTICE FORUM,
STRUGGLING WOMENS’ UNION, WOMEN’S RIGHT ORGANIZATION, SAHELI, TRUMPET WORKERS’
SQUAD SATYASODHAK SOCIETY, STUDENTS’ YOUTH ASSEMBLY etc. The rally went around
the city chanting slogans like “Ariel Sharon, the killer of Palestinian people,
go back !”, “Down with India- US unholy alliance !”, “Long live Palestinian
liberation struggle !” and later dispersed. Protest rallies are reported to
have been held in other places including Mumbai, Gujarat.
It is notable that it
was the very first visit of an Israeli Prime Minster ever since the country
