The Royal reaction of
Nepal fights last battle

The reactionary old state of Nepal
has recently tried to demonstrate the world that the contradictions within the
regime had been mitigating, and the state is now heading towards resolving its
long standing political crisis. In order to show such posture the Prime
Minister of the old state Surya Bahadur Thapa put forward seven point
programme, in recent days. That seven
point programme mainly includes reform in government, control of corruptions,
easy administration to the people, attendance of the bureaucrats on their
offices on time, loan reimbursement in minimum forty percent, coordination of
the civil servant with the Royal Army and etc. This seven point programme
itself is an extraordinary crisis of the old regime. For instance, the hook of Commission for Investigation of Abuse of Authority
(CIAA) has been scaring the erstwhile parliamentary ministers and high ranking
officers who have buried themselves under corruption. By this, the moment they
open their mouth aiming at to protest the King against de facto abrogation of
constitution, CIAA whips its baton. But while the question comes to investigate
the abuse of authority or corruption made by the King himself, there is no such
body in Nepal that can either punish or imprison him for such crimes. As
because such power does not exist in the hands of the Nepalese people the
bureaucratic feudal and autocrat monarch has looted the people leading to
extreme poverty. Needless to mention that the King or the monarchical system of
the semi-feudal semi-colonial Nepal is the root cause of corruption and abuse
of authority. It would be an absurd question to ask if this so-called seven
point programme could action against the corruption made by the King. But this
is a genuine question; unless this question is resolved, the programme made by
the regime remains as scraps of paper. And unless there is New Democratic
Revolution in Nepal and Nepalese people destroy the reactionary semi-feudal
semi-colonial society of feudal monarchical system, no matter how much better
plans are mapped out to curb social problems they will remain obsolete. The
destruction of the reactionary state and establishment of the New Democratic
Society is the precondition even to eliminate corruption, bring radical
changes, providing easy administration and facilities to the people. In any
condition, any reform or any pipedream of the reactionaries can not be applied
under the administration of the dying out reactionary regime of Nepal.
The most dangerous aspect of the
seven point programme is to militarise the civil servants leading them under
the command of the Royal terrorists within the “concept of unified command and
control” system. This move of the reactionary regime will enforce the people
take-part in Royal terrorist activities without their concernment, which is
clearly against human right and international law of right of self
determination. In the present context of political ground reality of Nepal,
while the existence of the old state in vast countryside has been limited
within the terrorist activities of the Royal terrorists (for which it has also
been defined as Royal American Army) and huge concentration of military
barracks in the big cities and capital, the reactionary old regime has been
entirely cut off the relation of the masses throughout the country. In this
context, the King wants to lead the civil servants as the spy agents of the
Royal terrorists aiming at to eliminate Maoist movement. This is a kind of
conscription of the civil society into the Royal terrorist activities.
The US imperialism has also been
playing a fanatic role in the meantime. On first of November, US put Communist
Party of Nepal (Maoist) on the first of its terrorist list. Ironically, while
CPN (Maoist) has further clarified its political agendas, for instance, that
the party would reconstruct the economic infrastructure in the countryside in
the service of the Nepalese people where there is no more immediate
possibilities of the enemy’s turning back, that the low ranking military or
police personals would not be punished rather persuade them to quiet the
reactionary service and ensure job in the service of people, that it would
allow the NGO and INGOs work with the co-operation local revolutionary bodies,
the US imperialist administration has posed itself more hostile against the
Nepalese people. It is noteworthy that whenever the political agendas become
clearer to the people and reactionary regime of Nepal gets more and more
isolated from the masses of the people, the US uses its terrorist move to
disrupt that political process for solution of the crisis. The US has argued
that the CPN(Maoist) has been danger against the national security of the
United States. This argument is very absurd. It is not the Nepalese people
posing threat to the US but it is the United States that has been providing
weapons, money and moral support to the reactionary regime of Nepal posing a
severe danger against the liberation of the Nepalese people. It is the United
States that even violating the minimum notion of diplomatic norms acquires
information from the Royal terrorists from different parts of the country and
nakedly instructs them to fight against the revolutionary people of Nepal, and
it is the reactionary regime of Nepal even does not dare to utter a word
against such American espionage against the Nepalese people under the disguise
of diplomat. Such a formidable power of the world, which has been terrorising
the masses of the people in the global scale posing the Communist Party of
Nepal (Maoist) as a threat for the national security of the United States is
nothing but a sheer hypocrisy.
The US has also argued that the
Communist Party of Nepal (Maoist) has been a challenge of the United States
foreign policy. It is true that such a imperialist aggressive and reactionary
foreign policy of the United States has been challenged not only by the CPN
(Moist) but also by the entire people of the world. The US aggressors must stop
and abrogate such reactionary foreign policy immediately against the masses of
the people in the world. The US will get zero concession from the masses of the
world in favour of its hostile policy against humanity.
With this unjust and reactionary
support of the United States, the reactionary regime of Nepal has virtually
revived the dead Panchayat (the active monarchical system buried by 1990
movement of Nepal) from its grave. The feudal and bureaucrat Gynanedra’s
advisory body “the Raj Parishad (like
Privy Council of Britain) is organising political conferences in all the five
development regions to collect advice from people and to pass it unto the King
regarding the current political problems” according to the Kantipur
daily. The daily further said “This is the first time, after the
restoration of democracy in 1990, that the Raj Parishad is organising such
assemblies in the country”. “The ….. conference will discuss social, economic
and other issues, including the Maoist problem and forward the outcome to His
Majesty the King,” said Parsu Narayan Chaudhary, chairman of Raj Parishad
Standing Committee, nepalnews reported. While the parliamentary political
parties have been shacked on the streets, the activeness of the Raj Parisad is
fresh and palpable revival of Panchayat system. In one hand ruling with the military
dictatorship, on the other activating Raj Parisad give a full sense that the
reactionary system is at the verge of complete destruction.
In the mean time
a deep fraction between Royal terrorist and Royal Army within the so called
Royal Nepal Army has come out over the surface. Kantipout daily of 11 November
reported that Lieutenant General Bibek Kumar Shah has
resigned, following his differences with Prime Minister Surya Bahadur Thapa. He
was a Military Secretary of the King Gyanendra. Mr Shah was of the view that
current political turmoil could not be solved militarily and political parties’
involvement was essential. It is noteworthy that a police officer (a
Superintendent of police) has resigned recently while he was posted to the
Maoist stronghold to kill people. There is a wave of desertion in the
reactionary army and police and there are hundreds of revolutionaries who
joined to the People’s Liberation Army.
Whatever
the ideas the reactionary old state of Nepal apply to try to sustain moribund semi-feudal
semi-colonial system and attempt to prevent the Nepalese people be sovereign,
it is not going to work on the face of the volcano of the Maoist revolution.
Despite their all out attempts by the enemies of the people at home and abroad
to destroy the People’s War and liberation of the Nepalese people, the Nepalese
people more and more united in the country and getting more and more political
and moral support from the revolutionary people in the world over and the
reactionary regime of Nepal is fragmented day by day, got erosion in its
ability at home and entirely isolated even from its imperialist masters,
abroad.
